What redistricting options mean for Henrico's elementary schools

Henrico County Public Schools is in the midst of a redistricting process that will alter boundaries for a number of schools countywide. Officials have narrowed the proposed changes to two options for elementary schools, two options for middle schools and two options for high schools – though modifications to the remaining options are likely.

The current School Board will have a much different look next year – three current members opted not to seek re-election and will be replaced by three new members. The five-person board is expected to adopt a redistricting plan in May.

Below is a look at the impact elementary school Options A and B would have on the boundaries of each elementary school in Henrico County. (A separate article examines the impact of middle and high school Options A and B.) Schools are grouped below by georgraphic location and then alphabetically within each group.

WEST END

Carver ES – Option A would push the Carver boundaries farther east by adding homes roughly surrounding The Steward School; other existing boundaries would remain unchanged. Option B would make Ridgefield Parkway between the Goochland line and John Rolfe Parkway the northernmost boundary for the school and send a section of homes north of Ridgefield and west of Gayton Road to Gayton Elementary. It also would add the section of homes east of Rolfe, north of Ridgefield and west of Pump to the Carver zone.

Colonial Trail ES – Option A would remove all homes east of Gayton Road, south of I-64 and west of Pouncey Tract Road and send them to Kaechele Elementary. It also would send homes in the Marshall Springs at Gayton West neighborhood to Kaechele. Option B would extend the school’s boundaries west to the Goochland line, encompassing all homes north of West Broad Street and south of Kain Road. It also would move homes east of Lauderdale Drive, south of West Broad Street, west of Pump Road and north of Three Chopt Road from the Short Pump Elementary zone into the Colonial Trail zone.

Crestview ES – Both options would retain the existing boundaries.

Davis ES – Both options would remove a small section of the school’s southernmost attendance zone – east of Gaskins Road and west of Pemberton Road – and send it to Pemberton Elementary. Option A would send only the southernmost portion – about 110 homes – to Pemberton, while Option B would send all homes in that region that are south of the Henrico County Water Treatment Plant on Three Chopt Road to Pemberton.

Dumbarton ES – Both options would slice off the southeastern corner of Dumbarton’s current zone (homes east of Hungary Spring Road and north of Wistar Road) and send that section to the expanded Holladay Elementary. Option B would expand Dumbarton’s boundaries west (to add up a small section of homes east of West End Drive and north of West Broad Street) and north (to claim a section of homes north of Hungary Road that currently are in the Longan Elementary zone).

Gayton ES – Option A would move the school’s northern boundary slightly south and extend it southern border farther south, too. That option would add some homes at the northern part of the triangle formed by John Rolfe Parkway, Pump Road and Ridgefield Parkway to the Gayton zone and remove some homes in the Sherbrooke subdivision, sending them to Short Pump Elementary instead. Option B would remove Gayton’s easternmost section (east of Pump and north of Ridgefield) and send it to Short Pump Elementary, while extending Gayton’s westernmost boundaries to include homes currently in the Carver zone (west of Gatyon Road and north of Ridgefield to the Goochland line).

Johnson ES – Both options are identical and would adjust the existing boundaries by using Glenside Drive as a northern border and sending all homes currently zoned for Johnson north of Glenside to the expanded Holladay Elementary.

Kaechele ES – Option A would add the Marshall Springs at Gayton West neighborhood and all homes east of Gayton Road, south of I-64 and west of Pouncey Tract Road from the Colonial Trail Elementary zone. Option B would significantly alter the existing zone by removing all homes south of Kain Road and sending them to Colonial Trail; removing homes north of Nuckols Road and sending them to Shady Grove Elementary; and adding homes from the Shady Grove and Twin Hickory elementary zones along the Old Nuckols Road corridor and Shady Grove Road corridor to Deep Run High School.

Longan ES – Option A would send homes in the Longan zone that are north of Hungary Road into the Echo Lake Elementary zone. Option B would send those homes to Dumbarton Elementary instead, along with a small section of homes east of West End Drive and north of West Broad Street.

Maybeury ES – Both options are identical and would adjust the existing boundaries by removing a section of homes near Regency Square mall – those north of Patterson Avenue, east of Starling Drive, south of Quioccasin Road and west of Parham Road – and sending them to Ridge Elementary instead.

Nuckols Farm ES – Both options would retain the existing boundaries.

Pemberton ES – Both options would retain all existing boundaries but add a section of homes between Gaskins and Pemberton Road as described above in the Davis Elementary section. Option B would add more homes.

Pinchbeck ES – Both options would shrink Pichbeck’s northwestern boundaries. Option A would do so by sending homes roughly surrounding The Steward School to Carver Elementary while sending those in the Gleneagles subdivision – east of John Rolfe Parkway and west of Pump Road – to Gayton Elementary. Option B would do so by making Ridgefield Parkway the northernmost border for Pinchbeck and sending all homes in the Pinchbeck zone north of Ridgefield to Carver instead.

Ridge ES – Both options are identical and would move all homes north of Michael Road, east of Parham Road and south of I-64 that are currently in the Ridge zone to the Davis Elementary zone instead. Both also would send a section of homes south of Eastridge Road, north of Patterson Avenue, east of Parham Road and roughly west of Beverly Drive to Tuckahoe Elementary.

Rivers Edge ES – Option A would move homes in Innsbrook that are east of Cox Road out and south of Nuckols Road of the Rivers Edge zone and into the Springfield Park Elementary zone. Option B would shrink the Rivers Edge zone even more, sending all homes in Innsbrook east of Sadler Road, south of Nuckols and north of West Broad Street to Springfield Park while also sending all homes west of Shady Grove Road to Shady Grove Elementary.

Shady Grove ES – Option A would retain the existing boundaries. Option B would use Nuckols Road as the southernmost border and send all homes north of Nuckols and west of Shady Grove Road to the school. Homes south of Nuckols currently zoned for Shady Grove would move to Kaechele Elementary in that scenario.

Short Pump ES – Option A would pull the Sherbrooke subdivision into the Short Pump zone but keep all other existing boundaries. Option B would add homes in the Crown Grant subdivision to Short Pump from the Gayton Elementary zone, while moving homes east of Lauderdale Drive, south of West Broad Street, west of Pump Road and north of Three Chopt Road to Colonial Trail Elementary.

Skipwith ES – Both options would carve out Skipwith’s eastern section – roughly east of Biscayne Road, south of Wistar Road and west of West Broad Street – and send those homes to the expanded Holladay Elementary. Option A also would move all but 16 homes from a neighborhood south of I-64 and roughly north of Anoka Road from the Three Chopt Elementary zone to the Skipwith zone.

Springfield Park ES – Option A would extend the school’s boundaries farther west into Innsbrook, encompassing all homes east of Cox Road and south of Nuckols Road. It also would cede the northeast corner of Springfield Park’s boundaries (in the Linsey Lakes subdivision) to Echo Lake Elementary. Option B would extend the boundaries farther west into Innsbrook, to include all homes east of Sadler Road, south of Nuckols and north of West Broad Street. It also would send Linsey Lakes to Echo Lake, along with all homes north of Nuckols Road and west of Springfield Road.

Three Chopt ES – Option A would move homes currently in the Ridge zone north of Anoka Road and south of I-64 – except for 16 homes – to the Skipwith Elementary zone. That option would split those 16 homes along the north line of Anoka Road from the rest of their neighborhood. Option B would leave the existing boundaries unchanged.

Tuckahoe ES – Both options are identical and would adjust the existing boundaries by adding a section of homes east that surround Freeman High School – those east of Parham Road, south of Three Chopt Road and north of Patterson Avenue – from the Ridge Elementary zone.

Twin Hickory ES – Option A would retain the existing boundaries. Option B would move homes roughly north and west of Shady Grove Road to the Kaechele Elementary zone. It also would push the Twin Hickory boundaries farther south, to include virtually all homes west of I-295, north of I-64 and east of Pouncey Tract Road.

NORTHSIDE

Chamberlayne ES – Both options would retain the existing boundaries.

Echo Lake ES – Option A would extend the school’s boundaries to the south, using Hungary Road as a southern border and sending all homes north of Hungary, east of Francistown Road and west of Staples Mill Road to Echo Lake. Option B would add a section of homes in Innsbrook west of Springfield Road and north of Nuckols Road. Both options also would add the Linsey Lakes subdivision.

Glen Allen ES – Both options would retain the existing boundaries.

Glen Lea ES – Both options would retain the existing boundaries.

Greenwood ES – Option A would add a small section of homes north of Old Francis Road, west of Brook Road and south of Virginia Center Parkway from the Longdale Elementary zone. Option B would retain the existing boundaries.

Holladay ES – Both options are identical and would dramatically increase the school’s boundaries, in preparation for its doubling in size in time for the 2021-22 school year. The proposals would extend the boundaries west all the way to I-64 north of Glenside Drive and roughly south of Wistar Road and Hungary Spring Road. They also would extend them north to claim the southeastern corner of Trevvett Elementary’s current zone (adjacent to J. Sergeant Reynolds Community College).

Laburnum ES – Both options would retain the existing boundaries.

Lakeside ES – Both options would retain the existing boundaries.

Longdale ES – Option A would retain all existing boundaries with the exception of a small section of homes north of Old Francis Road, west of Brook Road and south of Virginia Center Parkway that would be sent to Greenwood Elementary. Option B would retain the existing boundaries.

Trevvett ES – Option A would send the southeastern corner of Trevvett’s current zone (adjacent to J. Sergeant Reynolds Community College) to the Holladay Elementary zone. Option B would do the same and also send a small cluster of homes in the school’s northeastern attendance footprint (the area of Torno Drive and Tweed Road) to Longdale Elementary.

EASTERN HENRICO

Adams ES – Option A would retain the existing boundaries. Option B would send homes southeast of I-64 to the Seven Pines Elementary zone and southwest of I-64 to Montrose Elementary, while also adding a section of homes east of Laburnum Avenue and north of Nine Mile Road to the Adams zone from the Ashe Elementary zone.

Ashe ES – Option A would retain the existing boundaries. Option B would extend the boundaries to the west and east. On the west, they would expand to draw in most homes in an area east of Laburnum Avenue and south of Creighton Road from the Harvie Elementary zone but splitting an apartment complex in the process; a small portion of the complex closest to Creighton Road would remain at Harvie. On the east, the boundaries would extend to include homes north of Nine Mile Road and west of AP Hill Avenue that are currently zoned for Donahoe.

Baker ES – Both options would retain the existing boundaries.

Donahoe ES – Option A would send a section of homes north of I-64, east of Meadow Road, and south of the railroad tracks from the Donahoe zone to Seven Pines Elementary. Option B would remove another section of homes from the Donahoe zone farther west, roughly south of Meadow Road, north of I-64 and east of Drybridge Road, and send it to Seven Pines. Option B also would remove the section of homes west of AP Hill Avenue and north of Nine Mile Road currently in the Donahoe zone and move it to the Ashe Elementary zone instead. Both options also would add about seven blocks of homes from the Fair Oaks Elementary zone as described in the Fair Oaks section above.

Fair Oaks ES – Both options are identical and would remove seven blocks of homes west of Holly Avenue, north of Nine Mile Road and south of Washington Street and send them to the Donahoe zone.

Harvie ES – Option A would retain the existing boundaries. Option B would shift most homes in an area east of Laburnum Avenue and south of Creighton Road from Harvie to the Ashe Elementary zone but would split an apartment complex in the process; a small portion of the complex closest to Creighton Road would remain at Harvie.

Highland Springs ES – Both options would shrink the school’s zone from the east, pulling it back several blocks to Holly Avenue and sending homes east of Holly to Fair Oaks Elementary. Option B also would trim homes south of Oakleys Lane from the zone and send them to Adams Elementary.

Mehfoud/Varina ES – Both options would retain the existing boundaries. Boundaries for these two schools are treated as one, since students attend Mehfoud from kindergarten through second grade and Varina from third through fifth grade.

Montrose ES – Option A would retain the existing boundaries. Option B would add a section of homes south of I-64, west of Laburnum Avenue and north of Williamsburg Road.

Ratcliffe ES – Both options would retain the existing boundaries.

Sandston ES – Option A would retain the existing boundaries. Option B would move them to the east, shifting homes east of Laburnum Avenue, south of Finlay Street and roughly west of Oakleys Lane to Seven Pines Elementary, while adding those north of Williamsburg Road, south of I-64 and west of Dry Bridge Road.

Seven Pines ES – Option A would add a section of homes north of I-64, east of Meadow Road, and south of the railroad tracks from the Donahoe Elementary zone. Option B would do the same and also add another section of homes from the Donahoe zone farther west, roughly south of Meadow Road, north of I-64 and east of Drybridge Road. Option B also would add homes generally located south of the Shops at White Oak Village, which are currently in the Adams and Sandston elementary zones.

Ward ES – Both options would retain the existing boundaries.
