Republican Owen announces candidacy for new 57th House of Delegates district

Republican David Owen has announced that he will seek his party's nomination for the House of Delegates seat in the newly shaped 57th District, which generally includes the Three Chopt District in western Henrico and part of Goochland County. The district is one of five newly redrawn districts involving Henrico – and one of three in which no current delegate resides. The next scheduled general election for the House of Delegates is Nov. 7, 2023.

Owen, the former president of Boone Homes, is a Henrico native who attended Tucker High School and graduated from the University of Virginia with a degree in civil engineering. He retired after a 40-year career in the construction industry and previously serve d as president of the Home Building Association of Richmond and the Home Builders Association of Virginia.

“As the son of a World War II veteran who then devoted 66 years working in Virginia’s state government, I learned early in life about the importance of public service, steadfast dedication to your oath, and putting the interests of the community above your own,” Owen said in a statement announcing his candidacy. “Our campaign will reflect that upbringing – we will focus on the issues that are important to the 57th District.”

Owen’s campaign website outlines his philosophies, which include desires to:

• involve parents in their children’s education and enhance career and technical education opportunities for students;
• enhance support for law enforcement and prioritize drug rehabilitation programs for offenders;
• lower taxes and inflation while returning excess state revenues to taxpayers;
• assist small businesses by eliminating “regulatory burdens.”

“Our state and national economy is fueled by small businesses, but over my 40-year career, I’ve seen firsthand how burdensome regulations and antiquated policies stifle innovation, disincentivize entrepreneurship, and make it challenging for business owners to support their employees and their families,” Owen said.  “If elected, I will be a strong, unwavering voice for small business owners in the 57th District.”

Owen has been a member of the Henrico County Republican Committee and the Goochland County Republican Committee. He and his wife have one adult son.
