A developer's plans for a mixed-use community in Short Pump that would feature 227 apartments in two apartment buildings, along with four one-story commercial buildings and two one-story detached garages, could get final approval this week.

The Henrico Planning Commission will hear the plan of development proposal from Bohler Engineering and Blackwood Development Company, Inc. for the One Pouncey development during its Feb. 10 meeting. Blackwood intends to develop a 9.75-acre site at the southeast intersection of Pouncey Tract Road and Twin Hickory Lake Drive (where it becomes Liesfeld Farm Drive). The Henrico Board of Supervisors approved the company's rezoning request for the development in September 2020.

One apartment building would vary in height in spots, from three to four stories, and contain 93 one-bedroom apartments, 39 two-bedroom units, an enclosed courtyard, and an outdoor pool. The second would be four stories tall and contain seven studio units, 49 one-bedroom units, and 39 two-bedroom units, according to a Henrico Planning staff report.

The four proposed commercial buildings would contain more than 19,000 square feet of floor space. Two would be located at the northwest corner of the site and contain slightly more floor space, along with outdoor dining areas, while the other two would sit at the southwest corner.

DogServices West and Aarow Automotive and Transmission, which already occupy portions of the site, would remain, with some changes designed to make the site more conducive to their operations alongside the residential buildings. Six- to seven-foot-high opaque fences would be placed around the existing animal exercise yard and vehicle storage area, an evergreen hedgerow would be planted, and animals would not be permitted to be kept in outdoor pens between 10 p.m. and 8 a.m.

A six-foot wooden board fence also would be placed along the site’s border with the Townes at Pouncey Place. The developer has agreed to provide a traffic island in the Pouncey Place cul-de-sac and an additional splitter island in the approach from Pouncey Tract Road, according to county planners.

Those additional right of way improvements would function like a mini roundabout. Concrete sidewalks also would be placed along the north side of Pouncey Place, the south side of Twin Hickory Lake Drive, and the east side of Pouncey Tract Road.

Staffers recommended approval of the plan, subject to standard conditions and some additional minor adaptations regarding the roads, drainage, naming of streets, and approval of a separate site lighting plan.
