Philadelphia woman charged in incident at acting ICE director's Henrico home

Henrico Police Monday charged a 37-year-old Philadelphia woman with two misdemeanors in connection with an incident that took place Sept. 8 at the Henrico home of Tony Pham, the acting director of the federal Immigration and Customs Enforcement agency.

The woman, Nancy Nguyen, was part of a group of people who protested at Pham’s home and dumped trash in his yard and generally caused fear to his family, according to police. Pham himself was not home at the time.

Nguyen was charged with entering the property of another for the purposes of interfering with property rights and dumping trash.

Police are seeking the public’s assistance in identifying the others who were at Pham’s residence that night.

Pham was appointed the acting director of ICE in late August. He previously served as superintendent of the Virginia Peninsula Regional Jail and prior to that served for a number of years in the Richmond Sheriff’s Office. He was the Republican nominee for the Henrico Commonwealth’s Attorney seat in 2015 but lost to incumbent Democrat Shannon Taylor.
