Henrico woman charged in December hit-and-run that killed 89-year-old woman

Henrico Crash Team investigators have charged 33-year-old Jessica M. Belfield of Henrico County, with felony hit-and-run in connection with a fatal accident Dec. 27 on East Laburnum Avenue near Bolling Road.
Police said Belfield met with the crash investigator to turn herself in recently.
The incident, which occurred shortly after 9 a.m., left 89-year-old Rosa Brown of Henrico dead.
Brown was already dead beyond the sidewalk along the 3800 block of East Laburnum Avenue when officers arrived. Their investigation found that a vehicle traveling south on Laburnum Avenue had struck Brown.
