ELECTION 2023: Henrico election guide – What you need to know about casting your ballot

Early voting began in late September in Virginia, and registered voters in Henrico can cast their ballots one of several ways before Election Day (Nov. 7).

Here’s what you need to know about casting your ballot in this year’s elections:

Deadline to register to vote
The deadline to register to vote and cast a non-provisional ballot, or to update an existing voter registration, is Monday, Oct. 16 at 5 p.m. If you miss this deadline, you still may register and cast a provisional ballot through Election Day. (See details below.)

How to register to vote and vote on the same day
Once the Oct. 16 deadline to register to vote a non-provisional ballot has passed, those who are not yet registered may do so in person and cast a provisional ballot at the same time, through Election Day, Nov. 7. Same-day registration is available at the Henrico Registrar’s Office and satellite early voting locations; on Election Day, same-day registration is available only at the polling place for the precinct in which you reside.

How to vote early by absentee ballot
If you’d like to vote early by submitting an absentee ballot through the mail, click here. You must request your absentee ballot by Friday, Oct. 27, at 5 p.m. Once you have received it, you may return it by mail (it must be postmarked on or before Election Day and received by the Henrico General Registrar’s Office by noon on Nov. 13.

You also may return your ballot in person (see below).

Where to return absentee mail-in ballots in person
If you have received an absentee ballot by mail, you may return it in person at one of five secure drop-box locations in Henrico County, 24 hours a day (except as noted):
• Administration Annex building at the Henrico County Government Center, 4305 East Parham Road;
• Eastern Government Center, 3820 East Nine Mile Road;
• Deep Run Park Recreation Center, 9900 Ridgefield Parkway (drop box is located indoors, accessible 8 a.m. to 4:30 p.m. Monday through Friday);
• Varina Library, 1875 New Market Road (drop box is located indoors, accessible 8 a.m. to 4:30 p.m. Monday through Friday);
• Tuckahoe Area Library, 1901 Starling Drive (drop box is located indoors, accessible 8 a.m. to 4:30 p.m. Monday through Friday).

How to vote early in person
If you are already registered, you may cast your ballot in person before Nov. 7 at the following locations, Monday through Friday between Sept. 22 and Nov. 3 (from 8 a.m. to 4:30 p.m. daily), as well as Saturday, Oct. 28 and Saturday, Nov. 4 (from 9 a.m. to 5 p.m. both days):
• Western Government Center, 4301 East Parham Road – Registrar’s Office;
• Eastern Henrico Government Center, 3820 East Nine Mile Road.

In addition, you may vote early in person, Monday through Friday, Oct. 23 to Nov. 3 (from 8 a.m. to 4:30 p.m.) and Saturday, Oct. 28 and Saturday, Nov. 4 (from 9 a.m. to 5 p.m. both days) at:
• Varina Library, 1875 New Market Road.

Nov. 4 is the last day to vote early in person in Henrico County.

How provisional ballots are handled
If you cast a provisional ballot, the Henrico General Registrar’s office will research your ballot to gather evidence about whether you are qualified and eligible to vote. The general
registrar’s office will forward your ballot and the information gathered to the electoral board to review and approve or deny your ballot. After you vote, you will receive a notice with details about the date, time and location of the electoral board’s decision. You may attend the meeting if you would like but are not required to do so. If your ballot is not counted, you will receive written notice from the registrar.

Where to vote in person on Election Day
On Election Day, you must vote at the polling place for your precinct. Find out where your polling place is located by clicking here.

Is an ID required to vote in person?
No. You may either provide a form of personal identification (see list here) or simply sign an ID Confirmation Statement at your polling place. If you do neither, you still may cast a provisional ballot at the polling place.

The non-partisan League of Women Voters has established a website here that will provide you with sample ballots for your precinct once you provide your address.
