Henrico's board of supervisors July 25 unanimously approved two resolutions authorizing the county to apply for matching grant programs to help fund several road and trail projects.

One resolution authorized Henrico Director of Public Works Terrell Hughes to apply for the Virginia Department of Transportation's revenue-sharing program for the fiscal years 2027 and 2028 to help fund the first phase of planned Greenwood Road improvements (from Woodman Road to Branch Road) and the first phase of improvements to Woodman Road (from Mountain Road to Terry Drive). Both have both been deemed eligible for the revenue sharing program by the county. Under the program, state matching funds are allocated for local highway maintenance and construction projects.

“The state grants would match 50% of the county’s actual cost for the two projects, up to a maximum of $10 million and the county must submit a letter of intent to participate in the program,” said Henrico Public Works Assistant Director Todd Eure.

The second resolution authorized application to the Transportation Alternatives Program for federal matching grants that would help fund two construction projects set for the 2025 and 2026 fiscal years – Nuckols Road Trail Phase II (from the intersection of Broad Meadows Road and Ashburg Drive to Francistown Road); and the Messer Road trail (from Varina High School to the Virginia Capital Trail at New Market Road Route 5).

“Federal grants would pay 80% of the county's estimated cost for the projects up to a maximum reimbursement of $4 million. There's a 20% match component,” explained Eure.
