Henrico supervisors discuss $49M in spending, schedule public hearing for Dec. 12

The Henrico Board of Supervisors will hold a public hearing Dec. 12 to consider adding $47.5 million in spending to the Fiscal Year 2024 county budget. During the board’s Nov. 28 meeting, Budget Director Justin Crawford explained that amount included, among other items:

• $17.2 million in school funding connected to Governor Glenn Youngkin’s ALL IN VA tutoring initiative;

• $17.2 million for a land reserve fund for future county land purchases;

• $5 million for the Lambert Way road project extending Woodman Road to the entrance of Glover Park.

Separately, the board awarded a $1.675 million contract to Triad Electrical Solutions for the replacement of an ozone generator power supply unit at the county’s water treatment facility. The generator uses electricity to produce ozone from oxygen and then uses that ozone to help purify water. Chan stated that the project is expected to run 660 days and start in February 2024.

In addition, the board authorized Henrico to move forward with an inventory of water lines. The inventory is in response to recent changes to the U.S. Environmental Protection Agency’s Lead and Copper Rule for safe drinking water that require locating and replacing water service lines composed of lead pipes.

Unlike other drinking water contaminants, lead usually is not present in the drinking water source but rather results from the distribution system or on-site plumbing itself. Henrico Director of Public Utilities Bentley Chan explained that the project will be paid for by bonds totaling as much as $500,000 authorized by the board at 1% interest, as well as up to $300,000 in grant funding from the Virginia Department of Health.

Also at last week’s meeting, Henrico Finance Director Sheila Minor reported to the board that the county recently passed its annual independent financial audit for FY23. She noted Henrico received the highest possible rating.
