The Henrico Board of Supervisors amended its fiscal year 2023 budget June 13 to account for an additional $80.7 million of spending and revenue. The total included $51.9 million of spending on public works projects, $38.2 million of which is for the Fall Line Trail, and more than $11 million in public safety overtime. It also included $18.5 million to renovate and partially replace facilities at the Academy at Virginia Randolph, a high school in Glen Allen.

On the positive side of the ledger, the amendment included $3.5 million in hotel/motel tax revenue and more than $3 million in state gasoline tax payments. Henrico Budget Director Justin Crawford also noted that that $35.8 million of the money spent on the Fall Line Trail project came from the Central Virginia Transportation Authority’s regional funding pool and that 80% of the overall spending would be covered by existing state, federal, and local funding sources, while the remainder would be covered by county reserves.

Funding for the Academy’s renovation will be provided by savings from the general Henrico Schools operating budget, school relief funds from 2020 federal COVID relief funding, and meals tax revenue that hadn’t yet been spent.
