Henrico supervisors approve large mixed-use development near Willow Lawn

At its Dec. 12 meeting, the Henrico Board of Supervisors approved a plan to redevelop the old Anthem-Blue Cross/Blue Shield offices at the intersection of Staples Mill Road and West Broad Street. The proposal largely involves building on the existing parking lots.

The long-term goal of the Kinsale Center proposal, expected to approach almost $500 million overall, is a mixed-use development with as many as 700 residential units, 35 of which could have three bedrooms; 32,000 square feet of retail space; and almost 345,000 square feet of offices. The developer also would install five-foot sidewalks along Maywill and Thalbro streets. This is one of several development projects approved in the vicinity during the last two years.

Development would proceed in phases, with each phase requiring a plan to be approved by the county. The planned phases are:

• Phase 1 – An eight-story hotel a mixed-use building with 261 residential units facing;

• Phase 2 – A residential building at the corner with 250 units;

• Phase 3 – Two six-story office buildings and a three-story parking deck.

There are two proposed layouts for these buildings from which the developer could select, but in either case, two existing office buildings and an existing parking garage in the center of the property would be retained.
