The board approved a contract to lease the rooftop of the Eastern Henrico Recreation Center, at 1440 North Laburnum Ave, to Sun Tribe Solar for a solar array. The panels and all equipment will be owned by Sun Tribe. In response to questions from Fairfield Supervisor Frank Thornton and Three Chopt Supervisor Tommy Branin, County General Services Director Massey said that the array would save the county about $258,000 in power costs during the next 25 years. He also explained that the county has solar arrays fully in place on six buildings with two in progress and five more being designed.

County Public Works Director Terrell Hughes explained that the will include insulating structures in the steam, grading, and planting. Work will take place along 1,400 feet of the stream in Hidden Creek Park and 500 feet of the stream at Adams Elementary and is scheduled to start in November and last no more than 240 calendar days, or about eight months. Half of the funding for the contract comes from the Virginia Department of Environmental Quality, with the rest coming from the county.
