Henrico supervisors approve sports betting ad app rules, authorize $1.4M in construction contracts

At its Nov. 14 meeting, the Henrico Board of Supervisors passed an ordinance allowing advertising of sports betting apps at Richmond Raceway, bringing the county in line with commonwealth law. Henrico County Attorney Andrew Newby explained that marketing could include signs, displays, and distributing marketing materials, as well as setting up hospitality areas, lounges, and platform demonstrations. This marketing would only be allowed at the raceway itself and only if the advertiser has a Virginia sports betting permit.

The board also authorized several contracts or contract modifications:

• $675,000 to Virtexco for security alterations at Regional Jail West. This includes $363,856 in additional funding for the work. Virtexco was the lower of two bidders.

• $398,387 to Woodland Construction Inc. for a renovation of the Henrico Voter Registrar’s Office. Woodland was the lowest of five bidders.

• $382,000 of additional engineering and design services covering landscaping, lighting, and property negotiations for the Longdale phase of the Fall Line Trail. This is a 3.2 mile asphalt, multi-use trail running from the intersection of Parham Road and Cleveland Street to the new Woodman Road Extension.

Henrico Public Works Director Terrell Hughes noted that the Longdale phase is about half of the portion of the trail within Henrico County and that the board had previously approved a $3.1 million contract and an additional $409,000 in services, making this the second modification.

“I want to thank the Voter Registrar’s Office and their staff for the great job they do with elections every year,” said Brookland Supervisor Dan Schmitt, “This renovation to help them get ready for next year is certainly timely.”
