New residential communities are coming to the Three Chopt and Tuckahoe districts, after the Henrico Board of Supervisors approved rezoning and permit requests at its June 8 meeting.

The board approved a conditional rezoning request from North Gayton Village, LLC., an age-restricted detached residential community that intends to build 41 condominiums on an 11-acre site west of Pouncey Tract Road in Short Pump.

Supervisors also approved a request from The Rebkee Company to conditionally rezone a business district to a general residence district encompassing almost 8 acres southwest of Church Road and John Rolfe Parkway, where it intends to build a master-planned community. Rebkee also requested a provisional use permit to allow the community.

The site has remained vacant for 15 years after it had been rezoned for a shopping center, Assistant Henrico Planning Director Jean Moore told supervisors.

Rebkee is planning a mixed-use community of townhomes, such as those located nearby the site, because of the lack of commercial interest. The community would include a dog park and outdoor gathering space and would be geared toward young adult and senior residents, Moore said.

Some citizens had raised concerns that the community may impact traffic and nearby schools, she said.

But the Rebkee proposal would generate less traffic than the previously proposed shopping center, Moore said, and a potential yield of 11 students at Gayton Elementary School could contribute to a slight overcrowding that would not be abnormal to community development.

Board Vice Chair Pat O’Bannon of the Tuckahoe District said the site in question had been discussed among many community members throughout the years.

O’Bannon moved to approve the motions, citing the benefit of making the site residential because of traffic reduction and upcoming pedestrian safety projects on Church Road. Supervisors approved the request unanimously.

The Henrico Planning Commission had endorsed both sets of plans and recommended that supervisors grant the requests.
