Henrico supervisors approve office park, authorize $50M in debt for variety of projects

The Henrico Board of Supervisors will hold a public hearing on Tuesday, Nov. 14 regarding a proposed ordinance to allow advertising of sports betting apps at the Richmond Raceway.

During the board’s Oct. 10 meeting, Henrico County Attorney Andrew Newby explained that marketing could include signs, displays, and distributing marketing materials, as well as setting up hospitality areas, lounges, and platform demonstrations. This marketing would only be allowed at the raceway itself and only if the advertiser holds a Virginia sports betting permit.

The board also approved a proposal to rezone 14 acres at the intersection of East Parham Road and Park Central Drive to allow the construction of an office park hosting a mixture retail, light industrial facilities such as laboratories, office space, and service businesses. The development would include two one-story buildings, no higher than 45 feet tall and containing about 141,000 square feet of space, as well as parking. Entrances would be at Parham opposite Fredonia Road and Park Central.

In addition, the board authorized up to $50 million in debt to fund a selection of public safety projects, recreation facilities, historical restoration efforts, and economic development work. Deputy Director of Finance Matt Chafin explained that the amount is meant to provide flexibility as the county continues to evaluate and plan these different projects.
