Henrico supervisors approve contract for second phase of Glover Park development

The second phase of Glen Allen’s Glover Park will begin taking shape soon, following the award of a $30.3-million construction contract Jan. 23 by the Henrico Board of Supervisors.

The project will expand the existing 209-acre park by an additional 153 acres to allow for the construction of two NCAA-sized synthetic turf baseball fields (the first at the park) with lighting, as well as two additional multipurpose synthetic turf fields with lighting. (The existing park contains four multipurpose turf fields and eight sand volleyball courts, as well as parking lots.)

Other additions in the park’s new section will include:
• a 1.5-acre dog park;
• a large playground;
• a 1,700 square-foot restroom building;
• fitness stations;
• a misting plaza;
• shade features and shelters;
• a 5k trail section through the northern portion of the park;
• creation of a new entrance road from Lambert Way.

The winning bid for the second phase of came from Southwood Building Systems, Inc. of Ashland – and was more than $18.1 million more than county officials originally had budgeted for the project, according to Recreation and Parks Director John Zannino.

The project is expected to begin in February and be completed sometime in July 2025, he said.

The project also will include land-clearing and grading work on about 73 acres of land, including a 17-acre spot on which the county intends to locate a four-field baseball complex.

Henrico supervisors voted in September 2022 to transfer a 22-acre tract of land at the site to the Henrico Sports and Entertainment Authority, a county agency that oversees the operation of Henrico’s sports and entertainment sites and venues. SEA officials invited developers interested in building and operating the four-field complex to submit their proposals by Nov. 30, 2022 and received an unknown number of submissions. They selected a finalist at some point last year and are continuing to negotiate with that company, according to an official.
