Henrico supervisors amend fiscal budget, officially adopt temporary tax clemency plan

The Henrico Board of Supervisors voted unanimously to amend the county’s 2021-22 fiscal budget and to extend the temporary elimination of certain tax penalties during its June 14 meeting.

The board originally adopted a temporary tax clemency plan on an emergency basis May 10 eliminating penalties and interest on overdue taxes for personal property, machinery and tools through Aug. 5. The ordinance also extended the payment deadline for vehicle license taxes to Aug. 5.

The budget amendment – first introduced at the board’s May 24 meeting – will reappropriate $31.7 million in surplus operating and capital funds to Henrico public services. The funds will be distributed as follows:

    • Sheriff - $3 million
    • Police - $2 million
    • Fire - $2 million
    • Public Works - $2.5 million
    • Economic Development - $1.5 million
    • Non-Departmental - $3 million

• Special Revenue Fund - $6.8 million

    • Mental Health - $548.5 thousand
    • Economic Development - $900,000
    • Community Revitalization - $300,000
    • Education - $3.5 million

• Internal Services Fund - 2.1 million

• Capital Projects Fund - $8.8 million

• • Recreation and Parks - $2.3 million
  • Public Works - $5.7 million
  • Non-Departmental - $697,000

Budget Director Justin Crawford explained where the funds originated, citing public safety overtime, highway maintenance and hotel/motel taxes as a few of the major sources of the additional revenue.
