UPDATE: OCT. 7, 8:15 A.M. – Isabel Adair Decker, a 16-year-old who was reported missing following a concert at Richmond Raceway Oct. 5, has been located and is safe, according to Henrico Police. Decker has been reunited with her family.

Isabel Adair Decker, of Richmond, last was seen at a concert at Richmond Raceway Oct. 5. She needs medication and is described as being 5-foot-7 in height and weighing 125 pounds, with blonde hair and blue eyes.
