Henrico Police arrest man following West End homicide, standoff

A 49-year-old Henrico woman is dead following a domestic disturbance in a West End neighborhood Aug. 7.

Amber Kavanagh Riley died in the incident, which occurred at a residence in the 9500 block of Downing Street, in the Gates Head neighborhood off Pemberton Road, at about 3 p.m. Henrico Police arrived and made contact with a man inside who refused to come out. A standoff lasting more than three hours ensued, before police took the man, 51-year-old Richard Alan Lombardi, into custody without incident at about 6:21 p.m.

Police officials said they were investigating Riley's death as a homicide but that it was an isolated incident. On Tuesday morning, they announced that Lombardi would face a charge of second-degree murder and is being held at Henrico Jail without bond.

“We would like to share our thanks to area residents who remained inside their homes and avoided the area as our personnel worked this active scene,” said Henrico Police spokesperson Karina Bolster.

Detectives are working with the Virginia Office of the Chief Medical Examiner to determine the cause and manner of Riley's death. Riley and Lombardi knew each other, according to police, who did not offer additional details about the nature of their relationship.
