Henrico Planning Commission to weigh hospital expansion, other proposals at April 10 meeting

The Henrico Planning Commission will hear several matters at its April 10 meeting.
• St. Mary’s Hospital — located between Patterson Avenue, Libbie Avenue and Bremo Road —is proposing a multi-phase expansion, including a new eight-story, 200,000 square-foot building between the existing north and south towers. The existing helipad would then be located on top of that building instead of the ground, parking would be reconfigured, and additional pedestrian infrastructure would be added. Most of this project doesn’t require new approvals, but the St. Mary’s needs a provisional use permit for the building (which would exceed 110 feet in places) and the helipad move. Planning staff have recommended approval, with conditions.
• A self-storage facility at the intersection of Magellan Parkway and Brook Road, next to the Biltmore neighborhood and the Retreat at One condo community. The site currently holds an office building vacated by the Virginia DMV in 2023. This proposal was deferred from the March meeting, and Henrico planners have recommended it be denied.
• A 140-home subdivision proposed in Montrose, between the northern end of Westover Avenue and the eastern end of Waving Meadow Road and connected to both. Godsey Properties, the developer, had requested a deferral from last month’s meeting and will request another deferral to the May 15 meeting.
• Discount Tire is proposing to build a combination store and installation/repair facility in the Shops at White Oak Village, on Laburnum Ave near its intersection with I-64, Gay Avenue and Audubon Drive. This would require a provisional use permit to be granted by the county. Discount Tire has requested a deferral to the May 15 meeting to allow more time to answer Planning Department questions.
