Kevin M. Pond will take control of the Henrico Department of Emergency Communication, which was established as an agency separate from the Division of Police in the 2023-24 budget, which begins July 1.

The department will have 90 staff members and a budget of nearly $9 million in the coming fiscal year.

Pond, a Henrico employee since 2008, began his county career as a firefighter and advanced to other positions within the Division of Fire, including EMS supervisor and captain for the Emergency Communications Center. He most recently served as acting director of Emergency Communications. Prior to joining the county, he worked as a cardiac monitor technician for Virginia Commonwealth University Health Systems.

In his new role, Pond will lead the department now responsible for operating the county’s 911 call center (which processes emergency and nonemergency calls for Police, Fire and EMS assistance) and also will direct the county’s Public Safety radio communications operations and support staff.

Pond earned a bachelor of arts in criminal justice and forensic science from Radford University and is pursuing a master of public administration from Liberty University. He studied prehospital medicine and obtained National Registry of Emergency Medical Technicians-Paramedic certification from VCU.

Pond is a nationally registered Rapid Sequence Intubation Paramedic, a tactical paramedic with the Henrico Fire tactical medic team and a member of the Central Virginia All-Hazards Incident Management Team.
