Henrico names acting Public Utilities director to permanent role

Henrico County officials Wednesday appointed Bentley P. Chan director of the Henrico Department of Public Utilities, effective July 18.

Chan, who has been a member of the DPU staff since 2007, had been serving as acting director since May. He previously served as a utilities engineer and was named assistant director in January 2017.

As director, Chan will head an agency with 380 employees and a budget of more than $117 million for the 2020-21 fiscal year. DPU provides drinking water and wastewater services to more than 100,000 customers. In addition, the agency provides solid waste disposal services and manages the Keep Henrico Beautiful program. DPU also oversees the largest reservoir project in Virginia, Cobbs Creek Reservoir, currently under construction in Cumberland County.

A graduate of Hermitage High School, Chan earned a bachelor’s degree and a master of business administration from Virginia Commonwealth University. He also received a graduate certificate in local government management from Virginia Tech. Chan is a registered professional engineer in Virginia.
