Elvin R. Cosby Jr., the longest-serving employee in Henrico County history, died Dec. 8 at the age of 96. He was 18 when he began working for the Henrico Department of Public Works in 1946 and retired in 2019 after 73 years of service.

Cosby mentored employees, aided the county's early efforts to promote a racially diverse workforce, and earned a reputation for tireless work and outstanding service, according to county officials.

In 2015, Henrico created the Elvin R. Cosby Award to honor long-tenured employees' outstanding contributions. In 2018, the county dedicated Elvin Cosby Way, connecting Prince Henry and Dixon Power drives on its government center campus, to honor him. The Henrico Board of Supervisors also recognized Cosby upon his retirement.

In honor of Cosby's lasting legacy and service, Henrico officials ordered all county buildings and schools to fly their flags at half-staff Dec. 19 and 20.
