HENRICO COUNTY TAXPAYERS

The County of Henrico offers the REAL ESTATE ADVANTAGE PROGRAM (REAP) and REAL ESTATE CAP PROGRAM (RECAP) to qualified property (including manufactured home) owners who are at least age 65 or totally and permanently disabled as of December 31, 2024. You must own and occupy the property as your sole dwelling. For REAP and RECAP, the combined total income of the applicant and his/her spouse, all co-owner(s), and all relatives living in the dwelling may not exceed $75,000 for REAP and $125,000 for RECAP. The first $10,000 of each relative’s income (except spouse) living in the dwelling shall be excluded in computing taxable income. The combined net worth of the owner, spouse, and any co-owner(s), excluding the value of the dwelling and up to ten acres of land upon which the dwelling is situated, may not exceed $500,000 for REAP and $750,000 for RECAP. The amount of exemption will be 100% for all qualifying participants, up to a maximum of $3,200 for REAP. RECAP will cap real estate taxes at the amount paid when a property owner enters the program and will not increase the tax bill above the cap.

April 1, 2025, is the deadline for filing applications and certifications for the REAL ESTATE ADVANTAGE PROGRAM and REAL ESTATE CAP PROGRAM. Hardship cases and first-time filers will be considered through December 31, 2025.

Forms, information, and assistance may be obtained either by phone at (804) 501-4263 during the regular office hours of 8:00 a.m. to 4:30 p.m. (Monday through Friday) or in person at either of the Henrico County Government Center locations: 4301 E. Parham Road (Administration Building), or the Eastern Government Center located 3820 Nine Mile Road.

Additional staff will be on hand at the Eastern Government Center, 3820 Nine Mile Road from 8:00 a.m. to 4:00 p.m. on March 5, 12, 19, and 26.
