A multifamily housing development with as many as 365 units could be coming to Innsbrook, if the Henrico Board of Supervisors approves plans from Dominion Realty Partners, LLC Feb. 9.

The company is seeking to rezone about 12.5 acres just west of the terminus of Waterfront Place, next to the Dominion Energy site, from O-3C (office district) to UMUC (urban mixed-use district). The site is a parking lot rarely used by Dominion Energy, which is not related to Dominion Realty Partners.

The proposal generally is in keeping with the county’s 2026 Comprehensive Plan, which recommends an urban mixed-use designation for the site, according to a planning staff report.

The developer’s plans call for two apartment buildings, as well as townhomes – the first planned for Innsbrook – located along the northern and western borders of the site. The community would include a swimming pool and fitness center, according to the staff report.

In order to minimize the anticipated number of elementary school students that could result from the development, a provisional use permit would forbid apartments in the project from having more than two bedrooms.

Though apartments in general in Henrico are expected to produce about 25 elementary school students, 10 middle and 10 high school students per 100 units and townhomes 17, 9 and 9 respectively, planning officials believe this development will produce significantly fewer across the board.

That’s because other recent mixed-use developments of about the same size have produced only nine total students (The Flats at West Broad Village, which has 339 units), two total students (Penstock Quarter at Libbie Mill, which has 350 units) and no students (East 51 at Rocketts Landing, which has 156 students).

The development will feed to Rivers Edge Elementary (which will remain over capacity even after last month’s Henrico School Board redistricting involving its boundaries), Holman Middle School and Glen Allen High School (which also is slightly over capacity).

The Henrico Planning Commission last month endorsed the plan and recommended that supervisors approve it.
