Heidi Barshinger, the Henrico County Circuit Court Clerk, is ready to set the record straight! The truth is: under Heidi’s leadership, the Henrico County Clerk’s Office has soared to new heights, being recognized by the Supreme Court of Virginia as a model for other Clerk’s Offices around the state along the way.Heidi, elected 8 years ago in 2015, has dedicated her entire career, over 30 years, to working in the Courts. Heidi, who holds degrees from Duke University, Bachelor of Arts, magna cum laude, and Tulane University Law School, Juris Doctorate, practiced in the Virginia courts as an Assistant Commonwealth’s Attorney, a Defense Attorney, and a Guardian Ad Litem for children and incapacitated adults, trying hundreds of judge and jury trials over the years, before tackling the job of updating and digitizing the Henrico County Clerk’s Office. Immediately after being elected in 2015, Heidi began meeting with attorneys and customers who use the Clerk’s Office to ask them what could be done to make the office more efficient and accessible. She began her hard work, and she hasn’t stopped since. With her extensive courtroom experience and the detailed input that she continues to receive from the public, she has drastically improved access to the Clerk’s Office and greatly increased online services. Specifically, Heidi has:- Applied for and received grants for the Clerk’s Office totaling $181,153.50
- Digitized over 200 years of land records and wills, back to 1781
- Enabled e-recording of land records
- Implemented FREE land record index accessibility for Henrico residents
- Enabled e-filings of civil cases
- Enabled e-vouchers for attorneys
- Enabled digital appeals to the Court of Appeals and VA Supreme Court
- Enabled digital appeals from the Juvenile and General District Courts
- Created online applications for marriage licenses
- Digitized marriage licenses back to 1900
- Created online applications for the probate process for executors/administrators
- Established online access to the Clerk’s Office through e-questions
- Digitized military discharges (DD214s) for veterans
- Created online applications for conservators/guardians for incapacitated adults and minors
- Digitized County and State highway plats
- Digitized minutes of Board of Supervisors’ meetings
- Installed electronic docket boards for criminal and civil cases
