Heidi Barshinger, the Henrico County Circuit Court Clerk, is ready to set the record straight! The truth is: under Heidi’s leadership, the Henrico County Clerk’s Office has soared to new heights, being recognized by the Supreme Court of Virginia as a model for other Clerk’s Offices around the state along the way.Heidi, elected 8 years ago in 2015, has dedicated her entire career, over 30 years, to working in the Courts. Heidi, who holds degrees from Duke University, Bachelor of Arts, magna cum laude, and Tulane University Law School, Juris Doctorate, practiced in the Virginia courts as an Assistant Commonwealth’s Attorney, a Defense Attorney, and a Guardian Ad Litem for children and incapacitated adults, trying hundreds of judge and jury trials over the years, before tackling the job of updating and digitizing the Henrico County Clerk’s Office. Immediately after being elected in 2015, Heidi began meeting with attorneys and customers who use the Clerk’s Office to ask them what could be done to make the office more efficient and accessible. She began her hard work, and she hasn’t stopped since. With her extensive courtroom experience and the detailed input that she continues to receive from the public, she has drastically improved access to the Clerk’s Office and greatly increased online services. Specifically, Heidi has:

Applied for and received grants for the Clerk’s Office totaling $181,153.50
Digitized over 200 years of land records and wills, back to 1781
Enabled e-recording of land records
Implemented FREE land record index accessibility for Henrico residents
Enabled e-filings of civil cases
Enabled e-vouchers for attorneys
Enabled digital appeals to the Court of Appeals and VA Supreme Court
Enabled digital appeals from the Juvenile and General District Courts
Created online applications for marriage licenses
Digitized marriage licenses back to 1900
Created online applications for the probate process for executors/administrators

Established online access to the Clerk’s Office through e-questions
Digitized military discharges (DD214s) for veterans
Created online applications for conservators/guardians for incapacitated adults and minors
Digitized County and State highway plats
Digitized minutes of Board of Supervisors’ meetings
Installed electronic docket boards for criminal and civil cases

Further, since becoming your Clerk, Heidi has obtained her Master Circuit Court Clerk certification through the National Center for State Courts. She is honored to have been selected to serve on 2 committees with the Supreme Court of Virginia, Office of the Executive Secretary: The Court Performance Advisory Committee (CPAC) and The Guardianship and Probate Management System User Group (GPMS). Analyzing court data and current case management systems, the goal of the committees is to improve current online programs and data measuring tools to create the highest functioning programs for statewide use by Circuit Court Clerks’ Offices. Finally, the Henrico County Clerk’s Office, under Heidi’s leadership, has been used by the Supreme Court of Virginia as a model Clerk’s Office for training of employees of the Office of the Executive Secretary.

Heidi claims that her community outreach is one of her favorite parts of the job. From providing probate seminars at independent living facilities, funeral homes, churches, neighborhood associations and other groups to holding Coffee with the Clerk events to share information on services provided, Heidi has made community outreach and public accessibility a top priority. Heidi says, “Communication, sharing resources and collaborating with people and other agencies is the best way to provide exceptional service for our customers. We are here to serve!”Regarding attorneys and customers who prefer to file documents and receive information in person, Heidi says, “We are here for you!” The Henrico County Clerk’s Office was open through COVID and remains open to the public 40 hours per week.While Heidi has many years of courtroom experience and 8 years of experience as your Clerk running a multi-million-dollar office for the citizens of Henrico, one thing that is noticeably missing from the Clerk’s Office is environmental policy, which is where Heidi’s opponent in this year’s election has her experience. That is because NOT ANY of the Clerk’s over 800 duties include environmental policy.So, for the record, Heidi is proud of her over 30 years of dedication to public service, of her many achievements while serving as your Clerk, of her dedicated employees, and most importantly of her exemplary service to the citizens of Henrico.
