Dale R. Totten

Dale R. Totten, PE, is the new Richmond District engineer for the Virginia Department of Transportation. He manages the transportation program for 14 counties within the Richmond area, including Henrico, covering more than 18,000 lane miles of highways in four cities and 15 towns, and more than 3,000 structures. Totten joined VDOT in 2003 as an assistant resident engineer for the Chesterfield Residency. He has worked as a resident engineer in the Chesterfield Residency, regional traffic engineer in Central Region Operations, and district maintenance engineer for the Lynchburg District. For the past three years, Totten has served as VDOT Richmond’s deputy district engineer. Prior to joining the agency, he held engineering roles in the private industry. Totten earned his bachelor’s degree in civil engineering from Pennsylvania State University at University Park. He has held a professional engineering license in Virginia since 1994.
