Henrico supervisors approve Reynolds Crossing mixed-use redevelopment plan

The Henrico Board of Supervisors in September approved redevelopment plans for Reynolds Crossing that will turn the office park (at the intersection of West Broad Street and Forest Avenue) into a mixed-use development with approximately 1,500 residential units.

The development is expected to proceed in six phases during a period of 15 to 20 years:

• Phase 1 would replace the existing parking lot on Forest opposite Crestview Elementary School with a purely residential building;
• Phase 2A would replace the Plaza Azteca and its parking lot at the corner of West Broad and Forest with a 12-story mixed-use building and a “town center” gathering and event space;
• Phase 2B would replace the office building facing West Broad with a 10-story mixed use building;
• Phase 3 would replace a central parking lot with a 10-story residential building and a 1-story retail building;
• Phase 4 would replace another central parking lot with a 6-story residential building and 4-story condos/townhomes;
• Phase 5 would replace a 2-story office building and surrounding parking lot with a 9-story building;
• Phase 6 would replace parking in the northwest corner of the site with a pocket park and open space.

The Westin hotel will remain on the site, and Henrico County will take over the section of Forest Avenue that runs along Reynolds Crossing, which is currently a private road. A traffic signal also will be installed at the Forest Avenue entrance.

The precise mixture of uses may change as the market evolves, shifting towards more residential or commercial or even different categories of residential. The Henrico Planning Commission will review plans of development before each phase begins, so these changes cannot happen without county approval.

“What a great transformation, if you look at the space,” said Tuckahoe Supervisor Jody Rogish, “It’s a great use of those 53 acres.”

At its Sept. 24 meeting, the board also:

• Created a 4-acre conservation district in two pieces bordering the YMCA at the southeast intersection of East Williamsburg Road (Route 60) and Whiteside Road in Varina.

• Allowed the daycare at the northeast intersection of Wilkinson Road and Upham Drive in Fairfield to also host children’s events and receptions.

• Approved plans for a Planet Fitness at the intersection of West Broad Street and Horsepen Road to operate 24 hours a day.

• Approved a new Parks and Open Space Master Plan.

On the budgetary front, the Board authorized $38.7 million in new September spending, spread across multiple departments, and created a $1.5 residential streetlight improvement program to address high-risk areas and intersections.

The Board also awarded $9.2 million in new contracts:

• $3.3 million to Stanley Construction Co. to build a public road connection from Glover Park to the recently extended portion of Woodman Road, including a shared-use path;
• $2.8 million to Walter C. Via Enterprises Inc. to install sewer and water pipes along Clayman Road, Old Memorial Road, Stevie Road, and Betner Road for the Pine Heights subdivision;
• $2.4 million to Burleigh Construction Company for bridge and culvert maintenance and rehabilitation;
• Up to $453,000 to Blakemore Construction Corp. to complete several construction drainage projects;
• $253,000 to Hydromax USA LLC for one year of fire hydrant maintenance.
