Henrico County Manager John Vithoulkas and Fairfield Supervisor Roscoe Cooper, III joined officials from Spy Rock Real Estate Group, Crescent Development and Bank of America May 30 to break ground on a new housing development with rent-restricted, solar-powered apartments.

Known as ‘The Helios,’ the joint venture between Spy Rock and Crescent replaces an abandoned Days Inn motel on Chamberlayne Road.

All units will be restricted and affordable to those earning under 60 percent of the area median income.  The development, which is expected to be completed by the end of 2025, will be operated by solar power, utilizing solar panels on the roof of each building along with four ground segments across a 1.9-acre solar array.
