Henrico’s reapportionment process – required by law following the 2020 U.S. Census – is expected to affect 22 of the county’s voting precincts.

The reapportionment proposal, which would shift the boundaries of each of the county’s five magisterial districts slightly in order to account for changes in Henrico’s population during the past decade, would split eight existing voting precincts and cause four others to move.

In order to adhere to state law (which requires that precincts be located entirely within their voting districts at the local, state and federal levels), those alterations also will necessitate changes to nine other precincts and the creation of a new one, Henrico Planning Director Joe Emerson told the Henrico Board of Supervisors Nov. 10.

The end result would be a reduction from 91 to 89 in the total number of precincts in the county, Emerson said.

A new precinct would be created at Holladay Elementary School, while four existing precincts would shift to the Brookland District: Mountain, Oakview and Randolph from the Fairfield District, and Springfield from the Three Chopt District.

Eight precincts – Adams, Fairfield, Greendale, Innsbrook, Lakeside, Ridge, Rivers Edge and Three Chopt – would be partially split by the shifting boundaries, while nine others – Cedar Fork, Coalpit, Freeman, Hermitage, Hunton, Johnson, Maude Trevvett, Montrose and Pemberton – would witness changes to their boundaries. In many cases, those changes would involve joining with portions of the split precincts.

The changes would give Fairfield 21 precincts, Tuckahoe and Varina 19 apiece, and Brookland and Three Chopt 15 apiece. Precincts must contain at least 100 voters but no more than 5,000, according to state law.

The changes would take affect once the board of supervisors formalizes its reapportionment plan. It has scheduled two public hearings – at 7 p.m. Nov. 30 and Dec. 14 – to receive input about the proposals and is expected to vote to adopt a reapportionment plan and associated precinct changes following the latter hearing.
